Speed limiter installation for 2009 Dodge Ram 2500 — analog system — need help!

I'm hoping someone here may have dealt with a similar situation and can point me in the right direction.
I imported a 2009 Dodge Ram 2500 from Brazil to Sweden. The vehicle has been approved by Transportstyrelsen and is now in the final registration process. However, due to its weight (close to 4 tonnes), it requires a certified speed limiter installation under Swedish regulation TSFS 2013:63.
The challenge is that my Ram uses an analog system, and every certified installer I have contacted in Sweden works exclusively with digital systems or is unable to perform a certified installation on this specific vehicle.
So far, I have contacted:
• All relevant companies listed in the SWEDAC registry
• Workshops throughout Sweden
• The speed limiter manufacturer/supplier directly
• Opus, that tried to help but could not identify a solution
• Transportstyrelsen, which confirmed the requirement but could not recommend a provider
I am willing to travel anywhere in Sweden, if necessary.
Has anyone successfully registered a Dodge Ram 2500 (or similar heavy-duty American pickup) that required a speed limiter? Do you know any certified workshop that can work with analog systems, or someone who has solved a similar issue?
